Project Overview

Overview

In a nationwide initiative to eliminate supply chain bottlenecks and customs revenue leakage, the National Revenue Directorate implemented the Infinitrade® National Single Window platform. Integrating 40+ regulatory bodies on the WCO Data Model v3 with an automated risk targeting engine, the solution compressed cross-border clearance times by 70% across $40 billion in annual trade.

The Challenge

The national customs administration was operating an entirely paper-based trade documentation ecosystem — importers, exporters, freight forwarders, and customs agents were required to physically submit manifests, certificates of origin, phytosanitary declarations, and duty assessment forms to multiple government agencies independently, each operating on disconnected legacy IT systems with no common data exchange protocols.

Port congestion had reached critical levels: average cargo clearance timelines of 7 days — compared to a regional benchmark of under 24 hours — were directly suppressing the country's position in World Bank Trade Facilitation assessments and deterring foreign direct investment in logistics and manufacturing sectors. Revenue leakage through customs duty undervaluation, mis-declaration of cargo categories, and coordinated fraud by syndicates exploiting manual processing gaps was estimated at 8–12% of annual customs revenue. The absence of electronic advance cargo information meant that risk-targeted inspections could not be performed intelligently, forcing customs officers to either inspect all containers (creating bottlenecks) or rely on manual profiling (enabling circumvention).

The Solution

The Solution

InfoTech designed and deployed the Infinitrade® National Single Window — a comprehensive digital trade gateway that unified all import, export, and transit processing workflows into a single electronic submission portal accessible to all trade community stakeholders. The platform was built on the WCO Data Model v3 framework, establishing a standardized data exchange architecture that enabled seamless inter-agency information sharing across 40+ government bodies — including ports, customs, central banks, standards agencies, and agricultural quarantine authorities.

An Automated Risk Targeting Engine was embedded within the cargo processing pipeline, analyzing advance cargo declaration data against behavioral profiles, route risk scores, and commodity sensitivity matrices to intelligently identify consignments warranting physical inspection while automatically releasing low-risk shipments without manual intervention. A PKI-based Electronic Manifest Gateway replaced paper waybills with digitally signed cargo manifests, eliminating document fraud opportunities and enabling customs authorities to receive pre-arrival cargo information up to 24 hours before vessel berthing. Real-time duty assessment calculations, integrated directly with the central bank's foreign exchange monitoring systems, automated revenue collection for the overwhelming majority of declarations without customs officer involvement.

Strategic Execution

Strategy & Methodology

InfoTech orchestrated a multi-agency governance and technical alignment strategy based on the WCO Data Model v3 standard. By standardizing 40+ disparate agency document taxonomies into a single electronic payload, the deployment eliminated inter-ministerial paperwork bottlenecks. Automated risk profiling algorithms were calibrated using historical trade declaration patterns to ensure high inspection precision without causing port cargo dwell delays.

Impact & Results

The Infinitrade® National Single Window deployment delivered the most significant measurable improvement in the country's trade facilitation performance in two decades. Average cargo clearance times collapsed from 7 days to under 4 hours for compliant declarations — a 70% reduction that immediately repositioned the country's ranking in international trade facilitation indices. $40 billion in annual cross-border trade flow was processed through the platform within the first 18 months of full operation, with trade volume increasing 22% year-on-year as international traders and logistics operators gained confidence in the predictability and transparency of the customs process.

Customs revenue collection increased by 19% in the first year post-deployment — a direct result of the Automated Risk Targeting Engine identifying previously undetected undervaluation patterns and mis-declarations that had been exploiting the manual processing environment. Physical inspection rates were reduced from blanket random sampling to risk-targeted selections covering just 8% of consignments, dramatically accelerating container dwell times at port while actually increasing the rate of detected non-compliance. Inter-agency data sharing across 40+ government bodies was fully automated, eliminating the 3–5 day delays previously introduced by manual document routing between ministries and enabling real-time trade statistics compilation for national economic planning purposes.
